Where can I download executable binary (compiled) versions of Xbox Media Center for Xbox™?

Not from this site or any other site that are in affiliation with us, (don't ask us where either). We only host and maintain the Xbox Media Center source code. For legal reasons, no Xbox™ binaries will be released from us or distributed by us until a legal non-MS compiler is available (so please do not ask for any files not posted here). (Note! XDK compiled binaries are NOT released or distributed by the Xbox Media Center team). Do not ask or e-mail us requesting any Xbox files or asking where they can be downloaded from, thanks. – Support the Open XDK Project which's one of the most important project for the Xbox™ scene. • XBMC source code
• Microsoft Visual Studio .NET 2003 (VS.NET 2003) version 7.1
• Microsoft® SDK (System Development Kit) for Xbox (also known as the XDK)

How can I find/download the Microsoft XDK?

We can't help you there, it's copyrighted software that is not available for free, read this

These are scarce at the moment, but skins are usually published at www.xbox-skins.net and www.AllXboxSkins.com
